Online gambling in Washington under new hearing

A fresh hearing will be held, concerning Washington online gambling and approaches several issues.

Another hearing has been called for intrastate online gambling in Washington by the Democrat Jack Evans, concerning the internet gambling legislation and the D.C. Lottery. Three Washington D.C. councilors who want to re-examine the matters will attend the new hearing.

According to the press releases, the Washington D.C. Inspector General, Charles J. Willhoughby did not investigate the irregularities of the D.C. Lottery contract and the activities of Chief Financial Officer Natwar M. Gandhi, as requested by two former Cabinet officials. As Evans stated, some councilors are questioning the integrity of the deal, due to Willoughby’s failure to complete the investigation. Because of this, another hearing will be held in September, when the council gathers again.

Evans’ idea is supported by Muriel Bowser, a Democrat who runs the Committee on Government Operations and the Environment. This committee watches closely the Office of the Inspector General and also manages Evans’ finance committee. Bowser and other councilors are not comfortable with the D.C. Lottery contract, especially after the Inspector General did not complete the investigation.

The public must have confidence in the District’s system of checks and balances and those for enforcing regulation, but now people believe that there’s a problem with all these. Besides this, Bowser is also critical about the online gambling bill, which has been passed in a supplemental budget without public conversation.

The Greek firm Intralot was the D.C. Lottery contract and Washington Times explains how. Intralot had to tie up with a designated company in order to be eligible. Therefore it linked with a local business man who now owns 51% of the $38 million contract and has never participated in the competitive bidding process.

The online gambling bill was proposed by a councilor who will have benefits after the bill is implemented. A public consultative process is required for the implementation of the bill and it is possible to happen after the August vacation. Democrat Councilor Tommy Wells also militates against the online gambling bill legalization.
